Advise the city council on community technology, telecommunications services, new sources of funding for access television projects, new sources of funding for community technology projects, allocation of annual financial support and evaluation of the performance of franchise holders, access television contractors, and other community technology contractors, including development of criteria to be used for evaluations. Promote access to telecommunications services and community technologies.
